Your task is to use the policy literature from the POLI1052 Course Modules and the wider policy literature and documents relevant to your policy case study (ie: that you have researched from those available in the RMIT library or other reputable and academic sources), to provide a 2,500 word analysis of the policy making ideas which best explain the development of your policy case study (ie: ideas concerning politics, interests and influences; policy models (rational, interpretative or critical approaches); agenda setting and the media; discourses, framing and representations; evidence and research; policy process etc).
The purpose of the policy analysis paper is to combine the knowledge and insights from your case study with the theory referred to in this course (and including policy theory if you are familiar with this) and information from your background reading in order to answer the question, what does your case study tell us about how public policy is made?
This does not mean evaluating how effective the policy is, or making recommendations about how to change this policy. Rather, you are required to use the policy theory and literature to explain how and why this policy development process came about, and what lessons your case study offers for your understanding of policy making. Really what you are trying to do is to reflect, theorise and explain policy making and policy change.

Introduction
Introduce the reader to the task of this paper, which is to answer the question, what does your case study policy episode tell us about how public policy is made?
Provide a short introduction to your policy case study and tell the reader what you will do in your paper.
Section 1 – Case Study Summary
Provide a short summary of the policy substance, politics and processes of your case study. Your task is not to evaluate whether or not the policy is successful or not. Nor is it your task to make recommendations for change, it is to simply summarise your case study findings so that the reader is familiar with your case.
Section 2 – Argument about your case study
What is your argument for how policy was made in your case study? In developing your argument for how policy was made in your case study you will need to provide supporting evidence from two sources: –
You will need to identify and summarise the key ideas and concepts (drawn from the POLI1052 Policy Making literature in the modules and other reputable and academic sources) which support your argument (ie: ideas around policy as a social construction, policy models – rational, interpretative or critical approach, agenda setting and the media, discourses, framing, claims making and representations, the political influence of actors, interest groups or community, the use of evidence, the role and nature of process etc); and
Link your key ideas and concepts with examples from your policy case study.
Section 3 – Lessons and insights about policy makingWhat does this policy episode tell us about policy making? What are the key lessons and insights about policy making which you have now developed as a result of your case study analysis and reading of the POLI1052 literature? What can you now say about policy making and how policy change occurs? Remember to support your claims with evidence. Also remember that the purpose of this paper is not to evaluate how effective the policy is, or to make recommendations about the substance of your policy case study, but to reflect and think deeply and critically about policy making itself.
