II. Enable demonstration of the application of issues associated with outsourcing decision making through a case study scenario project.

Introduction:
Task 1. dealt with FM strategy and the importance of FM to business strategy and decision making.

This task deals with issues and processes involved with the procurement of FM services and is set in the context of a business scenario. This task requires you to write a report to the Board of Directors in which you examine the relevant issues, present a reasoned case and a recommendation regarding changes in the way in which specific services are procured and delivered.

Scenario:

You are the Facilities Manager for the head office of a national accountancy practice, Abacus Accounting, which occupies a seven storey office building in central London. The gross internal floor area of the building is 3616m2 The breakdown of this area and the number of staff on each floor is shown in the table below:

The Head Office accommodates 220 staff of whom 20 are Partners or Associates,120 are professional staff and the remainder are administrative, clerical and support staff. Currently, Abacus directly employs cleaning and portering staff. There are eight cleaners and a cleaning supervisor. The cleaners work a five-day week, working part-time from 0600 to 1000 Monday to Friday and then from 1730 to 1900 on Fridays. Offices and corridors are vacuumed and waste paper is collected daily. Surfaces are dusted twice a week, except in partners accommodation where this is done on a daily basis. Four porters are employed who work in pairs on shift from 0600 to 1500 and from1300 to 2100. Porters also act as messengers and are involved with minor office moves and re-arrangements.
