In recent years, there has been a move towards treating the public as “customers” in their interactions with government, building on concepts from the private sector. However, that approach can encourage a “vending machine” expectation of government (“I put in my taxes and get out my stuff”) that diminishes the privileges and responsibilities of individuals acting as “citizens.”*
In this module, we will examine the various “roles” at play when individuals interact with government (increasingly through technology) and the potential for a transition from a “Customer Experience” (CX) to “Civic Experience” (CivX) to lead to greater trust and inclusion.
We will explore how government entities have attempted to engage diverse communities and individuals (with varying success) and discuss innovative approaches.

The most pernicious challenge in attempts to scale public engagement practices (especially with technology) is the difficulty reaching or engaging those who are not already engaged. 
For this week’s discussion, pick a REAL topic at any level of government and describe a real-life example of how the public — especially underserved communities has been invited to engage on the issue:
– What methods were used? I.e.: were they synchronous or real-time? In-person or online or through some other method? Are there any examples that are particularly innovative (maybe like the game that was suggested in our last class)?
– What kind of public information was provided? Was it a big report? Video? Some kind of interactive tool? Was it accessible to people in a range of education levels? Available in different languages?
– How could people find out about the participation opportunity? Were only those “in the know” alerted to the issue? Was there outreach to affected communities? In different languages? Did the info find people “where they are” or did they have to search?

Manage Discussion Entry        For the Community and Stakeholder Engagement piece, I decided to focus on the City of Oakland, California’s General Plan Update process HYPERLINK “https://usfca.instructure.com/courses/1600941/discussion_topics/7989602?module_item_id=17385741” \l “_edn1” [i]. Per Oakland’s website, the “General Plan has not been comprehensively updated in over 20 years”.  Here, Oakland is using hybrid (Traditional/Innovative) approach to obtain more community feedback on its General Plan (City visioning blueprint) by initiating a “Request for Proposals” (RFP) process. By using a traditional approach, Oakland is looking for “Consultant Teams” to submit proposals on how they envision moving forward with the General Plan update. At the same time, Oakland has added an innovative requirement by requiring the selected consulting firm(s) to include “Community-based organizations (CBOs), non-profits, and/or community foundation” in their decision-making process. I have observed/witness several General Plan update processes where a city/county would solicit community feedback via public comments at a public meeting/hearing, neighborhood/community workshop, but haven’t not seen a process where a city is requiring via RFP to include the community in its process.
        This hybrid General Plan approach goes to what Jon Alexander of the New Citizenship Project was talking about in his April 17, 2020, piece titled, Subject, Consumer, or Citizen: Three Post-Covid Futures HYPERLINK “https://usfca.instructure.com/courses/1600941/discussion_topics/7989602?module_item_id=17385741” \l “_edn2” [ii]. Per Alexander, “We are entering the era of the Citizen: a time when people, dissatisfied with being mere Consumers, increasingly yearn for agency and control over what matters to them”. To better define what Alexander means by “Dissatisfied”, Erin Duffin of Statista summarized May 2021 polling data HYPERLINK “https://usfca.instructure.com/courses/1600941/discussion_topics/7989602?module_item_id=17385741” \l “_edn3” [iii] on June 1, 2021, through her piece titled, Do you approve or disapprove of the way the Congress is handling its job? Per Duffin, “The approval rating of the United States Congress… 31%… This is slightly lower than the month previous when the Congressional approval rating was at 33%”. Obviously, Congress has nothing to do with the City of Oakland’s General Plan update process, but, Duffin does have factual data to show there is a national dissatisfaction of how government officials are doing their jobs. So, by looking at what’s happening and the local and federal level, it’s understandable cities such as Oakland are taking a different approach on how they include the community in their decisions.  If the people are dissatisfied with Congress, could the argument be made people are also dissatisfied, per Alexander, with government in general (Local; County; State; Federal)? I think so, which is why Oakland is trying to do its part by ensuring there is more public participation within its General Plan update process.
        Interestingly enough, Forbes published a piece written by Tim O’Reilly of O’Reilly Media on August 10, 2009, titled, Gov 2.0: The Promise of Innovation HYPERLINK “https://usfca.instructure.com/courses/1600941/discussion_topics/7989602?module_item_id=17385741” \l “_edn4” [iv]. Here, O’Reilly poses a question relevant to this discussion: “How does government itself become an open platform that allows people inside and outside government to innovate”. As I absorbed this question, I took a step back and asked myself a follow-up question: What is government doing and what isn’t government doing? The answer I walked away with is government, at all levels, likes it’s processes, procedures, and has found itself stuck within its “Comfort zone” in terms of what level of public participation (Traditional public comment processes/opportunities at public hearings/workshops; Public comment period submitted either online or mail) it will allow. This isn’t a good and healthy mindset to have. However, it’s refreshing to see, regardless of whether or not cities like Oakland, CA are being more reactive than proactive, step up by embracing community feedback by requiring a more diverse community presence within its General Plan update via RFP which ultimately defines the city’s vision for years to come.
